The corresponding instruction was given following the results of the strategic session on technological leadership. The deadline for its implementation is March 20, 2025.
By the specified date, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Agriculture, the Ministry of Health, Roscosmos, the Ministry of Finance and the Russian Academy of Sciences should consider the possibility of introducing additional requirements into the passports of national projects. In parallel, the Ministry of Education and Science has been instructed to identify industry competence centers by April 1 to facilitate the implementation of the goals of national projects.

The main purpose of introducing the new standard is to assess the level of use of domestic technologies in key industries, including IT, telecommunications, energy and industry.
