The Bank of Russia will resume buying foreign currency on the domestic market within the framework of the budget rule
December 26th. /MEDIA TALK/. The central Bank announced the resumption of purchases of foreign currency on the domestic market as part of the implementation of the budget rule. From January 9 to January 14, the regulator will purchase foreign currency every day in the amount that was previously determined by the Ministry of Finance - 5.45 billion rubles. Since the end of November, the Central Bank has stopped operations to purchase foreign currency due to the sharp fall in the ruble exchange rate, as well as increased market volatility.

In parallel with the purchases according to the plan of the Ministry of Finance, the Bank of Russia will continue to sell yuan on the domestic market. In the first half of 2025, daily sales will amount to 8.86 billion rubles. In the second half of 2024, sales were lower and amounted to 8.4 billion rubles.

The volume of net transactions for the purchase of foreign currency by the regulator in the domestic market in the period from January 9 to January 14, 2025, will amount to 3.41 billion rubles daily. Starting from January 15, this indicator may change up or down depending on the volume of purchases of foreign currency by the Ministry of Finance.

The budget rule allows you to redistribute income from oil exports. If the cost of a barrel of oil on the international market is higher than the price set by the Ministry of Finance for the year, then additional income goes to the National Welfare Fund in the form of yuan or gold. If prices for raw materials fall and the budget does not receive planned revenues, part of the NWF savings are sold on the domestic market, and these funds compensate for the money lost by the budget.
