From the beginning of 2025, subsidies will be provided to create infrastructure facilities necessary for the organization of year-round operation of resort areas as part of the implementation of the new federal project "Five Seas and Lake Baikal". The regions will now have the opportunity to receive funding from the federal budget not only for the construction of engineering and transport facilities as part of the development of tourist areas, but also for the improvement of public spaces, the construction and modernization of marinas and coastal protection structures, as well as measures to prevent landslides, strengthen the shores and protect territories from natural disasters.

The state program includes norms for allocating subsidies to regions for the construction of engineering and road infrastructure for the organization of year-round federal tourist resorts. Financing will be provided by the Republics of Buryatia, Dagestan and Crimea, Krasnodar and Primorsky Territories, Zaporizhia, Irkutsk and Kaliningrad regions, and St. Petersburg.
