Acting Head of Abkhazia Bganba expressed gratitude to the Russian side for the assistance provided. In his address to the residents, he said that the support provided by Russia is determined by the agreements concluded between the heads of state in previous years.

In the fall of 2024, Russia stopped financing the salaries of employees of budgetary institutions in Abkhazia. The disagreement arose due to Russia's demands regarding the participation of Russian legal entities in investment projects in the republic. Abkhazia did not ratify the investment agreement, and related protests broke out in the country, which led to the resignation of President Bzhaniya.

Against the background of the cessation of the flow of Russian money, power outages began in Abkhazia, and since November 2024, the authorities have repeatedly appealed to Russia to resume financing. At the end of December, RIA Novosti reported, with reference to the Minister of Finance of Abkhazia, Vladimir Delba, that in 2025 Russia's aid would amount to about 5.2 billion rubles.
