Deputies-foreign agents left the Novosibirsk City Council
November 14th. /MEDIA TALK/.On Wednesday, November 13, an extraordinary session of the Council of Deputies of the city of Novosibirsk was held. There were three issues on the agenda, which, in theory, could be said to have been combined into one.

Deputies of the Council of Deputies of the city of Novosibirsk voted for the early termination of deputies with the status of a foreign agent. Opening the extraordinary session, Chairman of the City Council Dmitry Asantsev commented that in May of this year a Federal law was adopted, according to which the status of a foreign agent is the basis for early termination of parliamentary powers.

As previously reported by the Media Tok news agency, in October 2024, amendments were made to the city's Charter, which was brought into line with federal legislation. Deputies who have received the status of a foreign agent cannot represent the interests of voters in any representative body before the law comes into force, unless they withdraw their status by November 10.

There were two such deputies in the Council of Deputies of the city of Novosibirsk – Anton Kartavin, who represented district No. 25 in the Leninsky district, who received the status of a foreign agent in February 2024, and Svetlana Kaverzina, district No. 46 in the Sovetsky district. She received the status of a foreign agent in March 2024.

The decision was made by 39 votes out of 41. Two deputies did not vote.

The deputies also considered the issue of transferring powers to work with voters in the vacated districts. This is due to the fact that there is less than a year left before the next elections to the Council of Deputies of the city of Novosibirsk. It will be held in September 2025. Therefore, there will be no by-elections in the districts that were now represented by former deputies. Dmitry Chervov will represent the interests of voters in district No. 25, and Alexey Mikhailov in district No. 46.

Commenting on the results of the extraordinary session, Chairman of the Council of Deputies of the city of Novosibirsk Dmitry Asantsev (United Russia deputy association) stressed that this is a bureaucratic norm. Since the deputies-foreign agents lost their status on November 11.

"The decision of the session is necessary in order to terminate contracts with assistants who work on a paid basis from November 11. Also, the decision of the session is necessary in order to exclude former deputies from the standing committees. The federal law says that after its entry into force, it is necessary to formalize this decision at the session. Which, as a matter of fact, we have done today," Dmitry Asantsev noted.

He added that over the past two years, voters have constantly appealed to the Council of Deputies of the city of Novosibirsk with the question of depriving the powers of foreign deputies. Then I had to answer that the relevant law had not been adopted.

"The federal law did not give us the right to deprive these deputies of their powers. On May 15, such a law was adopted. And 180 days were given so that those deputies who could challenge their status before the entry into force of this law, or the Ministry of Justice could reconsider its decision and remove the status of a foreign agent," added the chairman of the Council of Deputies of the city of Novosibirsk.

He also explained that two districts will be closed by curators who will work with citizens with a team of assistants: receive complaints, appeals, applications, as well as monitor the execution of voter orders.
