Deputies of the Committee of the Legislative Assembly of the Novosibirsk Region on agrarian policy, natural resources and land Relations made a number of proposals when considering the regional budget.
The head of the regional Ministry of Finance and Tax Policy, Vitaly Golubenko, addressed the parliamentarians. He said that due to the changing forecast of socio-economic development, it is very problematic to form a budget for the next three years. The Minister noted that after the reconfiguration of logistics chains, the economy has reached its maximum production capacity today. There is also a serious shortage of personnel, and the income tax has begun to lose weight in the income structure.
Roman Yakovlev, Deputy Chairman of the Committee on Agrarian Policy of the Legislative Assembly, asked about the allocation of funds for the state program "Integrated Rural Development". He clarified that from 2020 to 2022, there was financing in the amount of 3.2 billion rubles, of which more than two billion was federal money. Last year, the total amount of financing amounted to only 2.3 billion, and this year - about one and a half billion rubles. The parliamentarian cited the example of the budget of the Omsk region, where much larger amounts are planned for these purposes.
And Denis Subbotin, chairman of the committee, drew attention to the fact that the situation in the draft budget for all state programs supervised by the committee is difficult. In particular, he cited the following figures: "the state program "Environmental Protection" of 2024 is almost 400 million rubles, the project of 2025 is 241 million rubles. The state program "Development of forestry" in 2024 – 362 million rubles, 2025 – 166 million rubles."

The Finance Minister agreed that there is a decrease in funding for certain state programs. But as long as the income tax lags behind in growth, the region simply will not have the opportunity to increase the development budget. Vitaly Golubenko also stressed that the relevant committees tried to allocate expenses to these state programs as much as possible and block the so-called "critical points".
Deputy Denis Subbotin, continuing the topic of financing agricultural programs, asked to talk about the Government's proposals to support producers in connection with difficult weather conditions this year.
To which the Finance Minister said that it was necessary to clearly formulate what kind of support it would be: seeds, fertilizers or something else. He recalled that a regional emergency regime was introduced in the region, which allows considering options for allocating funds from the reserve fund. If they are not enough, then the Ministry of Agriculture has the opportunity to reassign part of the finances there.
By a majority of votes, the deputies supported the proposal to recommend to the regional Government to increase funding for state programs for the development of forestry, environmental protection and to consider the possibility of increasing subsidies under the program for the development of agriculture and sanitation.
