A meeting of the budget policy committee was held in the Legislative Assembly of the Novosibirsk region, during which parliamentarians discussed the proposed amendments to the second reading of the regional budget. In total, more than three hundred amendments were considered. Following the meeting, the committee decided to submit the draft law to the next session of the Legislative Assembly for adoption in the second reading.
The main blocks of amendments at the beginning of the meeting were presented to the deputies by the deputy chairman of the Government – the Minister of Finance, Tax Policy of the region Vitaly Golubenko. He said that the clarifications are mainly related to the allocation of additional funds in the amount of almost 24.5 billion rubles from the federal treasury and co-financing of these obligations. Vitaly Golubenko clarified that the reserve fund has become the main source for solving additional tasks. He also announced that funds in the amount of 300 million rubles are planned for the repair of roofs in schools and the replacement of windows. Money is allocated for the construction of housing for orphans and office housing, social, sports and cultural facilities. In particular, for the construction of a sports complex in the village of Contented, a swimming pool in the village of Kochenevo, major repairs of the stadium in the city of Kupino and a number of other facilities.

At the same time, the chairman of the budget committee commission, Fedor Nikolaev, assured that colleagues provided for a phased mechanism for the implementation of even the withdrawn amendments. In particular, he recalled the proposal of the regional prosecutor's office to increase funding for the resettlement of citizens from emergency housing and to organize the uninterrupted operation of heat and water supply facilities.
Fedor Nikolaev said that the committee recommends, based on the results of the execution of the regional budget for the first half of 2025, to consider the possibility of increasing budget allocations for capital repairs and construction of educational organizations, and also recommend that the Ministry of Education submit to the committee information on funds to provide free hot lunches to schoolchildren from the regional budget. And to plan a working group of the committee with the participation of representatives of the regional Government and the Chamber of Control and Accounts to consider the comments and proposals of the KSP regarding the investment fund of the region.
Summing up the meeting, Speaker of the Parliament Andrei Shimkiv thanked his colleagues for the coordinated work on the budget.
"As always, thank you for your professional and, most importantly, caring work. Based on today's realities, everything that is possible has been taken into account," the Chairman of the Legislative Assembly stressed.
