Deputies of the Novosibirsk City Council: advertising is under control
October 17th. /MEDIA TALK/.On October 17, the deputies of the Novosibirsk Council of Deputies discussed the issues of outdoor advertising. Alexey Yarik, Head of the Department of the artistic appearance of the city of Novosibirsk City Hall, made a report. He said that in 2024, the work was built taking into account the ongoing personnel changes both directly in the department and in the City Outdoor Advertising Center, a subordinate institution.

"Compared to the same period in 2023, this year there was a decrease in the number of orders issued for violating the installation or operation of information structures. In the three quarters of 2024, 3,414 violations were detected, and 7,525 for the whole of 2023. This is due to the fact that the management staff was involved in the work of continuous verification of compliance with the placement of free–standing structures," Alexey Yarik said.

Thanks to the measures carried out, 576 advertising structures were identified with violations of the requirements of regulatory legal acts in the field of outdoor advertising for compliance with the external architectural appearance of the established urban planning norms and rules of safety requirements, including road safety.

In addition, the Arbitration court of the Novosibirsk Region had more than 20 civil cases related to advertising structures. Three cases are related to the placement of 86 video screens in places intended for other types of structures. One case has been reviewed and the financial requirements have been satisfied.

"It has also been revealed that most structures are used after the expiration of the lease period of the land on which they are located. One of these cases has already been considered. Funds were recovered for 239 structures in the amount of more than 48 million rubles. Last week, the funds were transferred to the city budget. There are three more cases under consideration for almost 300 structures with a claim for compensation of 48 million," added the head of the Department of artistic appearance.

As a result, the budget of Novosibirsk has already received 57.5 million rubles for illegally located advertising structures with a plan of 1.5 million rubles.

"In the plan for advertising fees in 2024, the city budget has set a figure of 150 million. As of today, it has been completed in full, and due to the judicial and claim work, the treasury has received an additional 26 million," Alexey Yarik stressed.

The members of the commission recommended that the Finance Department, when making the next changes to the city budget for 2024 and the planning period 2025-2026, provide additional allocations for the dismantling of illegal advertising structures in the amount of 2.5 million rubles.

By the way, the vice-mayor of Novosibirsk, Yevgeny Popantonopulo, presented changes in the structure of the city hall at a meeting of the same commission a little earlier. The Department of the Artistic appearance of the city of Novosibirsk will be transferred from the Department of Architecture and Construction to the Department of Information Policy.

"I believe that this is the right decision, due to which the work will be of better quality. The Department of Construction and Architecture is very large, with many tasks that it has. After the changes, the office of the artistic appearance of Novosibirsk will be supervised by Vice-Mayor Yevgeny Popantonopulo. And we will see the effect of the work in the next six months," Andrei Lyubavsky, chairman of the Commission on Scientific and industrial development and entrepreneurship of the Council of Deputies of the city of Novosibirsk, commented on the decision.

He added that the remaining illegal advertising structures will be dismantled with the allocated 2.5 million rubles.
