Deputies of the regional parliament of the Novosibirsk region approved a draft law on increasing transport tax rates

Deputies of the Legislative Assembly of the Novosibirsk region supported the draft law on increasing transport tax rates, which was prepared by the regional Government. As explained by the Minister of Finance and Tax Policy of the region Vitaly Golubenko, presenting the document, three years have passed since the last adjustment of this mandatory payment and since then the situation has noticeably changed in the market, both salaries and prices have increased. Today it is necessary to link ruble rates to the cost of gasoline.

He explained that based on this, the rate for low-power cars up to 100 horsepower after indexing will be 1,256 rubles. For the most common machines with a capacity of 124 hp - 2073 rubles. Thus, the indexation will be from 120 to 200 rubles per year, depending on the capacity of the car, which will be 10.6%. And revenues to the regional budget will grow by about 240 million rubles.

Before the vote, the deputies of the Parliament expressed their opinion on this issue. So, Yakov Novoselov believes that linking the tax rate to the price of gasoline can further "accelerate" inflation. And Sergey Levshenkov explained that the excise tax price is already included in each liter of fuel, plus the transport tax rate is also calculated taking into account the cost of gasoline, double taxation is obtained. Roman Yakovlev noted that 10% is a fairly significant increase. At the same time, "residents do not see any improvements on the roads," the deputy concluded.

The first deputy chairman of the parliament, Andrei Panferov, stressed that today it is no longer correct to compare 2021 and 2024. "To give an additional 100 rubles to the treasury of the Novosibirsk region for road repairs is not so much. Every citizen has certain responsibilities to the state, to the region. Especially in the conditions in which the country now lives," Andrey Parfenov summed up.

Deputy Speaker of the Legislative Assembly Irina Didenko agreed with him, who called on colleagues to support the bill. But at the same time, she noted that next year it is necessary to think about what to link the indexation of the tax rate to. "By the way, in order for the increase not to be sensitive, the committee recommended doing this not after three to five years, but more often," Irina Didenko added.

As a result, the deputies supported the bill on increasing transport tax rates in the first reading by a majority of votes. At the same time, the speaker of the Legislative Assembly, Andrei Shimkiv, believes that since deputies ask fair questions, the discussion will continue by the second reading. "It's not about a hundred rubles. People want to see what they're spent on. There are a lot of components in the tax, and gasoline is only one of the factors. Putting a square meter of asphalt now and three years ago are different things. So the tax is being raised slowly, but it will still have to be raised. Maintenance, repairs, road construction – the cost of all this is growing. The main thing is for people to see that their taxes are being used, that roads are becoming more modern, high–speed, comfortable," the Head of the regional parliament summed up the session.
