According to him, in July, the city budget received significant funds under contracts for the integrated development of the territory. For this reason, consideration of the issue of changing the main financial document of Novosibirsk was postponed from October to September.
"For 2024, an increase in the volume of inter-budgetary transfers by 1.264 billion rubles provided to the city of Novosibirsk at the session of the Legislative Assembly of the region in July this year has been taken into account. It is also envisaged to increase the budget's own revenues by 5.3 billion rubles in terms of revenue sources, for which the dynamics of actual revenues exceeds planned figures, including revenues from integrated development agreements," Alexander Veselkov noted.

The head of the Department of Finance and Tax Policy of the Novosibirsk City Hall explained that additional own revenues will be used to index the salaries of unspecified public sector employees by 16.2% from October 1, 2024 and to increase the salaries of specified categories of employees in accordance with the target indicators. Additional funds will also be allocated for the repair and cleaning of the street and road network; maintenance of the territories of districts; compensation for the costs of municipal carriers; transportation of passengers under a municipal contract; purchase of residential premises for the resettlement of emergency houses; construction of social and other facilities; reimbursement of lost income in the field of public utilities; repair and maintenance of educational, cultural, sports institutions and youth policy, social sphere; provision of social assistance; fulfillment of public regulatory obligations and purchase of rehabilitation facilities for the participants of the SVO.
It is planned to reduce the budget deficit for 2024 by 500 million rubles in order to reduce the debt burden and the cost of servicing municipal debt due to a sharp increase in the key rate of the Central Bank of the Russian Federation.
"Taking into account the indicated changes, the parameters of the budget of the city of Novosibirsk for 2024 will amount to: revenues of 102.5 billion rubles, including its own inter–budgetary transfers - 54.2 billion rubles, expenses – 104.6 billion rubles. The deficit is 2.79 billion rubles," Alexander Veselkov said.
The majority of deputies voted for changes to the budget. The decision was adopted unanimously in two readings at once.

As Kirill Pokrovsky, Chairman of the Standing Committee of the Novosibirsk City Council of Deputies on budget and Tax policy, noted, the psychological barrier has finally been passed. The budget exceeded 100 billion rubles.
"We had a reason to make changes. First of all, inter-budget transfers have been increased. This is more than 1.2 billion rubles from the regional budget. Most of the funds are directed to the education system – more than 758 million rubles for general education institutions. More than 250 million rubles for preschool institutions," Kirill Pokrovsky stressed.
He added that most of the money will be used to raise wages. More than 160 million rubles have been allocated to the road sector.
The Chairman of the Standing Committee also noted that his own income increased by 5 billion rubles, of which 3.1 billion came under the integrated territorial development program. The formation of the city budget for 2025 will begin in the near future.
"Of course, there will still be changes. I hope that they will be in the direction of increasing both revenue and expenditure components of the budget," Kirill Pokrovsky said.
Another important issue on the agenda was the consideration of information on the completion of repairs, technical re–equipment of heat supply facilities in Novosibirsk, planned for 2024, and the city's readiness for the heating period 2024-2025. According to him, the heating period began on September 16. The connection of consumers will be completed on October 4, when the heat will come to cultural institutions and enterprises. The housing stock will be connected until September 30.
"During the preparation of heat supply systems, 1,221 defects were identified, which is 11% more than last year. This is due to the fact that the pressure in the heating system during hydraulic tests was increased on the recommendation of Rostechnadzor. In total, 33 kilometers of networks were checked," Dmitry Peryazev said.
This year, 75 kilometers of heating networks have been repaired, including 36 kilometers under the investment program.
Igor Kudin, Chairman of the Standing Committee on Urban Economy, said that this year the Novosibirsk Municipal Utility Company invested 6.6 billion rubles in the heating grid.
"We expect that in the 2024-2025 season there will be no such accidents as there were in January. I would also like to note that additional funds in the amount of 1 billion were directed specifically to the left bank, because the main accidents were there," Igor Kudin said.
He stressed that the amount of work in preparation for the winter was enormous.
