The budget of the city was represented by the head of the Department of Finance and Tax Policy of the Novosibirsk City Hall, Alexander Veselkov. According to him, in 2025, revenues to the city treasury should amount to 97.8 billion rubles, of which gratuitous receipts – 44.2 billion rubles or 45%. Expenses – 99.1 billion rubles, deficit – 1.35 billion rubles.
"The volume of inter-budget transfers will be increased by the second reading. We also expect growth during its execution," Alexander Veselkov noted.
It is assumed that the largest expenditures will be directed to education – more than 50 billion rubles. In general, 62.8 billion rubles, or 63% of the planned expenditures, will be allocated to the social sphere.

"The draft decision passed public hearings, and was also considered in all standing committees of the Council of Deputies of the city of Novosibirsk. The Control and Accounting Chamber of the city issued a positive conclusion. I ask you to support this draft decision," concluded Alexander Veselkov.
Kirill Pokrovsky, Chairman of the Budget and Tax Policy Commission of the Novosibirsk City Council of Deputies, said that the United Russia deputy association had submitted 26 proposals worth about 800 million rubles. They affect, for example, the social sphere, support for the families of the participants of the SVO, rehabilitation measures for the participants of the SVO, housing and communal services. These proposals will be considered by the second reading of the draft budget, which is scheduled for December 23. Until December 16, you can still make changes to the main financial document of the city.

"The budget is balanced, covers all sectors, and is socially oriented. Own income and tax revenues have increased. In terms of personal income tax, we are growing by about 10% compared to 2024. We will definitely reach the cherished figure of 100 billion in 2025 and in the planned targets of 2026 and 2027," the head of the commission stressed.
This was confirmed by Alexander Veselkov. According to him, the volume of budget revenues for 2026 will amount to 103.5 billion rubles, and for 2027 – 109 billion rubles. Expenses are 105 billion rubles and 110 billion rubles, respectively. The deficit in 2026 and 2027 will be at the level of one billion rubles.

Commenting on the results of the session, Kirill Pokrovsky noted that it would be strange if the budgets did not differ from year to year.
"Novosibirsk's budget for 2025 is still socially oriented. The main goals are to fulfill all the social obligations of progressive growth. We have also indexed salaries upward for public sector employees. In terms of figures, the deputies unanimously adopted in the first reading the city budget for 2025 and the planning period 2026-2027. We fell a little short of 100 billion rubles. But in the process of budget execution, the figures will be adjusted, as a rule, upward due to additional inter-budget transfers," Kirill Pokrovsky said.
