At the regular session of the deputies of the Council of Deputies of the city of Novosibirsk, which took place on Wednesday, October 30, a number of important decisions for the socio-political and economic life of the capital of Siberia were adopted. In particular, the deputies approved amendments to the city Charter and the reorganization of the Department of Transport and Road improvement complex.

The foreign agent is not a deputy
Irina Bespechnaya, Chairman of the Commission on Local Self-government of the Council of Deputies of the City of Novosibirsk (United Russia deputy association), made a report on changes to the Charter of the city of Novosibirsk. According to her, this is due to bringing the main document in accordance with federal law.
In May 2024, the State Duma adopted amendments according to which deputies with the status of a foreign agent must resign their powers ahead of schedule. Those who were granted the status before the law came into force were given time until November 11 to challenge this decision.
Of the 40 deputies present at the session, 38 supported the amendments to the Statute of the city of Novosibirsk.

Their meaning lies in the fact that the deputies of the city council believe that people who are foreign agents in our state cannot engage in state and municipal politics. Especially in such a difficult and difficult time for the country, associated with foreign policy and domestic political challenges from the collective West, which is unfriendly to us."

Two instead of one
Deputies of the Council of Deputies of the city of Novosibirsk supported the decision to divide the Department of Transport and the road improvement complex into two structural divisions. One will be responsible for passenger transportation by public transport, the second for road repairs.
As noted by the head of the Department of Transport and Road Improvement complex, Iosif Kodalaev, the innovation will improve work efficiency. Currently, the number of employees of the division is 70 people. After the reorganization, the number of officials will increase to 110 people. But the total staff of the mayor's office will not increase, reserves will be found at the expense of currently vacant vacancies.
Novosibirsk Mayor Maxim Kudryavtsev stressed that the restructuring of departments is one of the points of the election program.
In turn, Igor Kudin, Chairman of the Commission on Urban Economy of the Council of Deputies of the city of Novosibirsk (United Russia deputy association) He noted that the reorganization of the Department of Transport and Road Improvement complex is a strategic issue.

"Starting in 2021, deputies appealed to the mayor's office that the Department of Transport and Road improvement complex is too overloaded with functionality. Even though the managers changed there quite often, the issues were not resolved. The deputies supported the mayor's proposal to divide the department into two. This is a conscious, balanced decision. And we expect that the heads of departments will address the issues in a more targeted manner. And the residents of Novosibirsk will feel the changes next year," Igor Kudin said.
Each structural unit will have its own budgets. It is planned that from February 2025 they will start working in full mode.
