A social contract is an effective way to improve the well-being of citizens. The Nizhny Novgorod Region has been a participant in this project of the Ministry of Labor since 2020. Since the program was launched, participants have opened businesses, expanded their subsidiary farms, found jobs, and overcome difficult life situations, said Gleb Nikitin, the head of the region.

The project's financing has been increased by 35% compared to last year. This year, about 4,600 residents of the Nizhny Novgorod region will benefit from the social contract. In 2024, the region signed 3,300 contracts with Nizhny Novgorod residents. Support measures in the field of individual entrepreneurship are the most in demand.
Last year, Nizhny Novgorod residents most often opened businesses related to beauty, logistics, car maintenance, manufacturing and trade. Social contracts also helped citizens to start earning income from the provision of household services, photo and video filming.
The region enters into a social contract with low-income families and low-income single-family citizens who are in a difficult life situation, whose income per person is below the regional subsistence level. Large families have a priority right to social assistance on the basis of a social contract, the press service of the Government of the Nizhny Novgorod region reports.
