Public hearings on the draft budget for the next three years were held in the Legislative Assembly of the Novosibirsk region
November 8. /MEDIA TALK/.The main financial document of the region is focused on the fulfillment of all social obligations and the implementation of national projects.

Public hearings on the draft budget for 2025 and planned 2026 and 2027 were held in the Legislative Assembly of the Novosibirsk region. The discussion took place in the great hall of the Parliament. It was attended by ministers, deputies, heads of municipalities and representatives of the public.

The first Deputy Chairman Andrey Panferov greeted the audience on behalf of the Speaker of the Parliament Andrei Shimkiv. He indicated that, first of all, the budget is aimed at fulfilling social obligations. But also a significant part of the document contains the support of the participants of the SVO. In addition, funds are planned for the construction of new aquifers and water pipes, gasification, construction of preschool and school educational institutions, repair and construction of roads.

The First Deputy Governor of the region, Vladimir Znatkov, noted that when forming this year's budget, it was necessary to carefully take into account forecasts for the key rate. After all, business development depends on it and, accordingly, replenishment of the treasury at the expense of taxes. "Nevertheless, the budget is balanced in all respects today," Vladimir Znatkov said.

In addition to the fact that all social programs are taken into account in the document, it was also possible to reserve about 4.5 billion budget loans, two thirds of which are written off for the development of programs. Approximately 2 billion more will be invested in the modernization of the housing and communal services system. According to Vladimir Znatkov, the Government intends to capitalize the industry fund and support the modernization of production facilities.

Lev Reshetnikov, Head of the Ministry of Economic Development of the region, made a report on the forecast of socio-economic development of the region for the next three years. He cited data that in 2022 and 2023, for the most part, the region's results were higher than the national average. Over the eight months of this year, the pace of economic development has slowed down slightly.

"Even under the conservative scenario, we see that the rates above the national average are maintained in terms of such indicators as gross regional product, investments in fixed assets, industrial production, agriculture, consumer price index, real wages. The only indicator for which growth is expected to be less than the average for the Russian Federation is retail trade turnover," the minister explained.

Parliamentarian Dmitry Kozlovsky, in turn, raised the issue of financing the program of execution of orders of deputies of the Legislative Assembly, whether the previously existing dynamics of increasing the volume of financing of orders will continue. In response, Vladimir Znatkov said that if next year will allow even more response to the fulfillment of orders, then, of course, it will be done.

When asked by Deputy Andrei Panferov, who was also supported by Vadim Ageenko, whether the forecast will focus on the development of heavy industry, the minister replied that industrial production is planned to grow by 112%. This is almost twice as high as in Russia. Znatkov also noted that the tourism sector is also growing. Tax revenues from it for 2023 are already 8 billion rubles, which is why a lot of attention is paid to the forecast of the development of this industry.

Deputy Roman Yakovlev asked about the reduction in funding for 17 state programs: "Do we have reason to expect that we will receive additional funding from the federal budget?"

Lev Reshetnikov answered him, saying that after the approval of federal projects, it will be clear how much funds the region will receive in addition.

Then the report was presented by Deputy Chairman of the Government of the Novosibirsk Region – Minister of Finance and Tax Policy Vitaly Golubenko. He said that the increase in own income to the expected indicators of 2024 is projected at 39 billion rubles, of which the majority, about 29 billion, is a cumulative indicator of tax return from the economy based on macroeconomic calculations. As for federal transfers, it is expected to receive a little more than 4 billion rubles in 25 directions.

For 2025, the revenues of the regional budget of the Novosibirsk region are planned in the amount of 301,364,248.3 thousand rubles, expenses will amount to 334,418,713.5 thousand rubles, the deficit is expected to amount to 33,054,465.2 thousand rubles. The main regional financial document is based on five basic principles: ensuring salary growth for public sector employees, continuing to index social benefits in accordance with the consumer price index, meeting the needs of a special military operation, completing facilities with a high degree of readiness, ensuring the implementation of national projects, infrastructure projects and programs.

Deputies Vadim Ageenko, Igor Umerbayev, Alexander Barsukov, head of the Moshkovsky district Sergey Subbotin, chairman of the Council of Deputies of the Iskitimsky district Henrietta Istratenko noted the budget tension for the coming year, and proposed the conservation of facilities, the construction of which will be suspended.

Following the results of the hearings, the deputies recommended that the regional Government, when preparing amendments to the draft law on the regional budget for the second reading, consider the possibility of increasing budget allocations for the implementation of instructions from voters to deputies of the Legislative Assembly, to finance measures aimed at reducing accidents at housing and communal services, replacing worn-out communal infrastructure, resettlement of citizens from emergency housing stock. And they proposed, based on the results of the execution of the regional budget for the first half of 2025, to consider the possibility of financing facilities for which budget allocations have been provided in the last three years.
"There is an up-to-date design and estimate documentation and the need to resume their implementation. The suspension of the implementation of the initiated projects will inevitably lead to their rise in price, and the subsequent appearance of long-term construction in the districts of the region. Despite the fact that the issue of creating a modern infrastructure, improving the quality of services in the field of healthcare, culture, and sports is particularly acute in the region," said Fyodor Nikolaev, Head of the Budget Committee of the Legislative Assembly.
