The Budget Committee of the Legislative Assembly of the Novosibirsk region considered the draft law on the regional budget for 2025 and the planning period of 2026 and 2027.
Vitaly Golubenko, Minister of Finance and Tax Policy of the region, delivered a keynote speech to the deputies. He provided updated figures on federal transfers. The region will receive about 24.5 billion rubles, of which slightly more than 19 billion are planned to co-finance the powers of the region, 2.5 billion for the modernization of primary health care, more than one and a half billion for the modernization of schools, almost five and a half billion will go to roads, one billion for the development of unmanned aircraft systems. Also included are the costs of social contracts, the development of the urban environment and communal infrastructure. As Vitaly Golubenko stressed, the main task now is to find internal opportunities for fulfilling the conditions of co-financing by the second reading. He also drew the attention of parliamentarians to the fact that part of the infrastructure facilities will be financed through the restructuring of budget loans. It is assumed that most of this money will be spent on the modernization of elevators and resettlement from dilapidated emergency housing.

Recall that the revenues of the regional budget next year are expected to amount to 301 billion 364.2 million rubles, expenses – 334 billion 418.7 million rubles.
The deputies, as always, actively joined the discussion and asked important questions. So, in particular, the deputy chairman of the committee Dmitry Franchuk asked about the extension of the program for updating windows and roofs of regional schools. And Sergei Gaiduk recalled that, according to the Ministry of Education, at least two billion rubles will be needed to continue the program. In turn, Vladimir Znatkov noted that now this program already includes the modernization of engineering communications and the repair of facades, which means that the amount of investments has increased.
Vitaly Golubenko explained that financiers will definitely study the budget's possibilities to continue these activities. Also, answering the question of deputies about the funds that are provided for the needs of the SVO, the minister clarified that we are talking about ten billion rubles.
Deputy Valery Chervov asked to clarify the cost of servicing the national debt this year and next. Vitaly Golubenko said that in 2024 the debt is 95 billion, and the amount of servicing is about 7 billion, next year this figure is projected at around 11 billion rubles.

In addition, the deputies were interested in financing work to strengthen the coast in the Ordynsky district. As Deputy Speaker of the Legislative Assembly Irina Didenko clarified, the issue is acute not only in this area, but also in Berdsk. "We are losing two to three meters of land per year, it makes sense to take a systematic look at the situation," the vice speaker suggested. And Sergey Kalchenko asked about the fate of the objects of the Clean Water federal project. Yevgeny Nazarov, Minister of Housing and Communal Services and Energy of the Novosibirsk Region, answered him. He said that the work in Kochenevo will be completed this year, but the facilities in Tatarsk and the Ordynsky district, unfortunately, will not be commissioned in 2024. "There will be termination of contracts, a court decision and new auctions. Accordingly, a new contractor will complete this construction. We are focusing on 2025," Evgeny Nazarov said. He also said that on the recommendation of deputies of the Legislative Assembly, the government analyzed the situation related to accidents in the housing and communal services system of the region and now a list of 36 main water supply facilities has been formed – based on design estimates and construction and installation works, with payment for 2026.

Summing up the meeting, the Speaker of the parliament, Andrei Shimkiv, appealed to colleagues with a request to approach the situation on the budget for 2025 based on the realities of today.
"Today we have already asked a question about the support of participants in a special military operation and their family members – we have seen the figures in the budget. It is necessary to really understand today that, in fact, this is an "All for Victory" budget. Maybe it's a big word, but Victory is forged, including in the rear. Therefore, a lot depends on the correct prioritization and effective spending of funds. I ask you to approach the consideration of the budget professionally, as always," Andrei Shimkiv stressed.

He also added that the deputies have yet to go through all the fundamentally important articles of the financial document in detail. It is necessary to prepare for the second reading, the speaker of the Legislative Assembly stressed, there is time - this year, at the request of parliamentarians, there are two weeks between the first and second readings.
Consideration of the draft budget of the NSO for the next three years will take place at the regular session on November 21.
