The mayor of the Irkutsk region Leonid Frolov summed up the results of the year and answered questions from journalists. The venue for the press conference this time was the "space" school of the Youth Ministry.

At first, the head of the district told about what his team is doing to preserve the administrations of rural and urban settlements of the district as the bodies of the district administration governing the territories. This was one of the main tasks in the issue of the transformation of the Irkutsk region into a municipal district.

"As in another case, this reform would be carried out: local self-government in settlements is being removed, and only the mayor and the district administration remain. Imagine this picture in the Irkutsk region, where, for example, 200 km from Bolshoy Goloustny to Gorokhov, and there are 21 municipalities in total. Therefore, it is not always possible to solve the problems that have arisen, even to carry out purchases, quickly. Any problem, we have to go to the mayor. We proposed a unique model, which assumed the preservation of the powers of the head in the territory of the settlement. It formed the basis of the law of the Irkutsk region No. 83-OZ "On the transformation of all settlements that are part of the Irkutsk District Municipality of the Irkutsk Region by combining them," Leonid Frodov explained.

In 2024, a huge amount of work has been done to transform the Irkutsk region into a district. The full reform will come into force in September 2025 after the mayoral elections. The Duma will also be re-elected. 26 deputies will be elected instead of the usual 22. They will still have all the powers, and work with the public will not suffer.

The transformation of the district into a district solves a number of issues of financing municipalities. This was confirmed by the first deputy mayor Igor Zhuk.

"Our settlements are financially more stable compared to other territories, however, the main share of their income is land and property taxes. This year it will arrive only in December. That is, until that time, municipalities, without funds, cannot fulfill their powers. After the merger, this problem will go away, since the district will deal with the revenue side of the budget. And in general, the financing will be carried out evenly throughout the year," he said.

The shortage of schools and kindergartens remains one of the main problems of the Irkutsk region, so journalists could not help but ask about the prospects for the construction of educational institutions.

As Leonid Frolov said, this year a school for 352 students was opened in the Dzerzhinsky district and a kindergarten for 145 places in the Ust-Kudinsky district. The overhaul of the kindergarten in Shiryaeva is under completion. In the village of Maksimovshchina, a food hall is being built for a school, and construction of a kindergarten for 240 places continues in the village of Markov. A municipal life cycle contract has been signed for the adjustment and construction of a 1,550-seat school and a 490-seat kindergarten in the Berezovoye microdistrict of the Markovsky MO.

Contracts have also been signed for the design of schools in Maksimovsky and Khomutovsky municipalities. Next year, the projects are awaiting a positive expert opinion. Construction starts immediately after the provision of subsidies from the regional budget. In 2023, a subsidy for the construction of educational facilities was provided for only three facilities (a school and two kindergartens) and three more were funded in 2024 (two schools and a kindergarten).

According to experts, in order to close the deficit, it is necessary to build at least 50 schools and kindergartens. Taking into account all the circumstances, in the next three years, the task is to design 17 new facilities in the district: 8 schools and 9 kindergartens. Their further construction will depend on the allocation of funding from the regional and federal budgets.

Leonid Frolov stressed that the regional law on Integrated Territorial development (CRT), adopted in 2023, will become a real mechanism for regulating not only the construction of new housing for the population, but also social facilities and engineering infrastructure.

As Ekaterina Mikhailova, Deputy Mayor and Chairman of the Committee on Social Policy of the Irkutsk District Administration, explained, not a single settlement has disappeared from the map of the Irkutsk district over the past ten years. And the number of inhabitants in them is not decreasing. People don't want to leave because a comfortable social and cultural environment is being created for them.

In March 2024, the Sovremennik Cultural Center was put into operation in Khomutovo, and the Zvezdny Cultural Center in Urik was opened after major repairs. Cultural facilities continue to work actively even in small towns. Cultural centers and libraries of the district are the best in the Angara region, they constantly win various competitions and programs.

A question was also asked about the development of tourism in the area. In particular, they discussed how the creation of a tourist and recreational cluster in the territory of Bolshoy Goloustny is progressing. According to the roadmap, it was planned to asphalt all public roads of local importance in the settlement, make major repairs to the Irkutsk – Bolshoe Goloustnoe highway on the 98 – 114 kilometer section, build parking lots at the entrance to the village and parking areas in Semenovka Pad, develop design estimates for the construction of sewage treatment plants.

According to the head of the Goloustnensky Ministry of Defense Olga Zhukova, the road along Kirov Street has been overhauled. Lighting was made near the church and cemetery, the length of which was 840 meters. This year, we began to develop a plan for the improvement of the coastline. It will include the organization of parking spaces for cars, which will limit their entry into the coastal zone.

In 2024, three projects were implemented: within the framework of the People's Initiatives program, the cemetery was fenced, sports and playgrounds were installed. Currently, a hotel complex is being built in Goloustny, which is planned to be commissioned next year.
