In 2021, the regional authorities changed their approach to the implementation of the program to provide housing for orphaned children. Now the construction of houses is controlled by the Ministry of Construction of the Novosibirsk region. There is also a payment in the format of a housing certificate.
Apartments purchased under the certificate immediately become the property of the recipient. While housing provided by municipalities has been in social employment for 5 years, after which it becomes property, the press service of the regional government reports.
