The Accounts Chamber of the Russian Federation summed up the results of the five–year implementation of the federal program "Sport is the norm of life", which started in 2019. The project is aimed at increasing the number of Russians who regularly play sports. 141.4 billion rubles were allocated for these purposes, 87% of which were spent.
According to the agency, as of June 1, 2024, the cost of the program reached 123.4 billion rubles. During the reporting period, 3,995 physical education and sports events were held. The goals have been achieved by 86%. The full implementation of the tasks was hindered by sports sanctions, the coronavirus pandemic and funding cuts.

More than 80% of the allocated funds were allocated for the creation and equipping of sports facilities. Almost 60% of the facilities were opened in regions that are better equipped with sports facilities than the average in Russia. Some new facilities are not fully loaded due to the fact that the settlements in which they are built do not sufficiently comply with the standards of placement.
The analysis also showed that some of the same type of facilities differed significantly in construction costs. This is due to the climate and design decisions. For example, the cost of creating a 25-meter pool could differ by 2.75 times, and an indoor ice rink by 4.1 times. The Accounting Chamber concluded that standard projects without redundant characteristics can reduce construction costs.
The
department proposes to prioritize the financing of key physical education and sports events so that funds are spent more efficiently. When allocating subsidies, it is necessary to take into account the level of provision of regions and municipalities with sports facilities, take into account the standards for providing the population with sports infrastructure, limit financing taking into account the cost of standard projects relative to similar structures, according to the website of the Accounting Chamber of Russia.
