The appeal says that the Surgut organization posted the terms of reference in violation of the Procurement Law. The actions of the Municipal Unitary Enterprise Surgut Regional Electric Networks led to a limitation of the range of bidders. Because of this, it has become impossible to select equipment from different manufacturers.

The complaint also states that compliance with the conditions for the supply of equivalent products is fictitious, because the requirements are suitable only for specific equipment and exclude the possibility of providing equivalent goods.
The purchase was carried out as part of the implementation of the investment program by the enterprise of the Municipal Unitary Enterprise "SRES" of the Ministry of Defense of the Russian Federation in 2025. The equipment is necessary to carry out topographic surveys of the area in order to determine the construction site of transformer substations in the region, the press service of the Federal Antimonopoly Service of Ugra reports.
