
According to a document developed by the Ministry of Finance, from June 1, 2025, companies with state participation will be prohibited from registering their software, except in cases where there are no analogues or there is a high demand for products, and only software compatible with processors approved by the Ministry of Industry and Trade, as well as with two domestic computer operating systems, can be added to the registry.

Technology companies propose to postpone the deadlines by 5-7 years to meet the conditions for compatibility with Russian processors, since there is currently only one processor in the register of the Ministry of Industry and Trade - Elbrus—16C, which does not support programming languages for cyber defense software. Inclusion in the registry gives developers benefits: income tax is reduced to 3%, insurance premiums are reduced to 7.6%, and software sales are possible without VAT.
The Ministry of Finance told RBC that the draft Government decree is being finalized and the final version will take into account the proposals of market participants.
