
The mechanism reduces the administrative burden of conducting unnecessary tenders as well as the cost of purchased goods. Currently, such purchases are carried out experimentally for the Federal Assay Chamber, the Federal Property Management Agency, the Federal Forestry Agency and the Federal Fisheries Agency.

From January 1, 2026, the system will be extended to six more federal ministries and departments: the Ministry of Agriculture, the Ministry of Regional Development, Rosselkhoznadzor, Rosalkogoltabakkontrol, Roshydromet and Rosvodresursy. Unified purchases of office supplies, household goods, workwear, furniture, transport and supplies for it will become mandatory for all of them. It is noted that the conditions of centralized purchases will be extended to the purchase of CTP policies, car wash and rental of vehicles.
By the end of 2025, 10 more departments will be added to the list of structures involved in centralized procurement. By the end of 2026, all federal structures will be included there, without exception. The system is expected to be fully operational from 2028.
