The draft budget is based on the forecast that by 2027 the economic dynamics in the country will be moderate — in the range of 2.5-2.8% of GDP, in the period from 2028 to 2030, growth is expected at the level of 3-3.2%. In general, in the next three years, treasury expenditures will exceed revenues, and 18 trillion rubles have been allocated for national projects.

In 2025, the volume of budget revenues should amount to 40.29 trillion rubles, which is 11.6% more than in the current year. Expenses will also increase — from 39.4 to 41.46 trillion rubles. In the next two years, it is planned to increase spending to 44 and 45.9 trillion rubles, respectively.
Recall that last week it was reported that the regions of the Russian Federation were exempted from the need to repay part of the debts on budget loans. The specified amount of debt will be written off in 2025.
