So far, the budgets of Russian regions have been executed with a surplus of 1.2 trillion rubles. At the same time, the Ministry of Finance increased the deficit forecast by 2.4 times — from 43.1 to 102.7 billion rubles.
According to the ministry, revenues to the consolidated budgets of the regions will amount to 23.690 trillion, and expenditures – 23.792 trillion rubles. In 2023, it was planned that these figures would be at the level of 22.402 and 22.446 trillion rubles, respectively.

In 2025, the Ministry of Finance expects to reduce the budget deficit of the regions to 52.4, 40.3 and 12.3 billion in 2025, 2026 and 2027.
Recall that at the end of September it became known that the subjects of the Russian Federation were exempted from the need to repay part of the debts on budget loans. This amount of debt will be written off next year.
